“The transfer of these lands expands the areas available for Tribal member access for cultural uses, spiritual, fish and wildlife resources, hunting and gathering... it does not reduce non-tribal member access because current access is limited to non-existent... [funding:] a mix of General Funds, timber revenue dollars, grants sought by YN Fish and Wildlife Programs, and aquatic habitat restoration funds received from Bonneville Power Administration.”
